Farmers Conservation Alliance (FCA), a non-profit entity formed under Oregon law, entered into an agreement with the United States Bureau of Reclamation to develop and implement a work plan to improve supervisory control and data acquisition (SCADA) infrastructure on the Klamath Project (Project). FCA is to work with Project irrigation communities and Reclamation to understand and integrate all parties’ needs, then serve as the project manager in the construction/installation of the new SCADA infrastructure.
The deadline for questions related to this RFQ is 12:00 PM PST on August 14, 2026. FCA will post responses to question no later than 12:00 PM PST August 28, 2026.
The deadline for submittal submission is 5:00 pm PST, on September 11, 2026, in FCA’s business office, located at 102 State Street, Hood River, OR 97031 or emailed to scada.rfq@fcasolutions.org. Late submissions will be returned unopened.
Lacomb Irrigation District Main Canal and Fish Screen Improvement Project
Farmers Conservation Alliance (FCA) is requesting Statements of Qualifications (SOQ) from consulting firms interested in performing general engineering, and environmental and cultural permitting NEPA evaluations for irrigation modernization projects for Lacomb Irrigation District (LID). The SOQ at the link below will inform a subsequent contract opportunity with FCA for an approximate five-year period through 2030.
Proposers interested in submitting a SOQ, must provide an Intent to submit a SOQ by 5:00 pm PST, August 7 2026. Stating an intent to submit does not obligate a respondent to submit a SOQ.
Responding firms should apply via email to eric.elliott@fcasolutions.org no later than August 28 2026, 5pm PST. FCA will not be obligated to consider information received beyond this timeframe for the purposes of this RFQ. Only electronically submitted proposals (in PDF form) via email will be accepted; no faxed or print proposals.
