Where ideas become infrastructure.

What We Do

Helping Western irrigation communities develop modern water infrastructure.

Every community has unique needs, which is why FCA takes a flexible approach to modernization. Taking a project from concept, to shovel-ready, and ultimately to implementation often means supporting the entire process from beginning to end. Sometimes, it means concentrating on a few targeted steps that create the greatest momentum. FCA helps communities to modernize critical infrastructure by serving its unique needs, reducing barriers, and expanding access to funding and resources.

Our Process
Project Planning and Design

A successful modernization project needs both a strategy and a system design. FCA offers a broad range of services, including data collection, contractor engagement, and government relations. Our collaborative planning and design process reflects community priorities and builds a strong foundation for successful implementation.

Water and Data Technology

FCA helps communities develop tailored technology strategies—ranging from SCADA and telemetry to digital libraries and data platforms—that strengthen infrastructure management and support long-term resource needs.

Planning, Project, and Implementation Capital

From early design to full implementation, FCA has a proven record of helping communities unlock the funding needed to deliver shovel-ready projects and modernize critical infrastructure.

Permitting

Every successful project depends heavily on securing the right permits—and timing is critical. Together with irrigation communities, we navigate the complex landscape of local, state, and federal permitting to keep projects moving forward. From NEPA assessments to environmental reviews, and everything in-between, our team streamlines compliance so approvals are obtained on time and projects can move towards implementation.

Communications

To secure funding and support, audiences beyond your community need to understand why your project matters. We work with videographers, photographers, and storytellers to share your project’s story—highlighting its value and impact in a way that resonates with partners, funders, and the broader public.

Energy Conservation, Generation, and Management

Energy costs can make up a significant share of a community’s budget. Whether the goal is to generate revenue for modernization, reduce energy use and expenses, or better manage timing and consumption, FCA provides the support communities need to integrate energy projects into irrigation systems, and make energy work for them.

Project Implementation

At the end of the day, getting projects in the ground is every community’s top priority. Whether supporting implementation through project management, RFP coordination, or grant reporting, our team can provide communities with the full range of implementation services to ensure project success.

Agency Support

FCA partners with agencies to deploy both pre-development and implementation capital for irrigation projects. We also support agencies with community outreach to identify and address modernization needs, as well as with project administration to ensure effective delivery of programmatic efforts.

Frequently Asked Questions
What does FCA do?

FCA focuses on modernizing irrigation infrastructure. We help communities move from project concepts to shovel-ready projects with clear funding, permitting, and construction pathways. Success for FCA is projects in the ground.

Who does FCA work with?

FCA works with agricultural water providers – irrigation districts, ditch companies, and Tribes. As part of those efforts, FCA works with farmers and ranchers, public agencies, elected officials, non-profit organizations, funding partners, and community leaders who might have an interest in irrigation modernization. For each project, FCA partners directly with local engineers and contractors to incorporate local expertise whenever possible.

In addition, FCA partners with state and federal agencies looking to support irrigation modernization efforts.

What is FCA’s role in an irrigation modernization project?

FCA helps communities move from ideas to implementation. We support every stage—from planning and design to permitting, funding, communications, and construction—tailoring our role to meet each community’s specific needs at each phase of a project.

How does FCA get projects from an idea to shovel-ready?

FCA works with communities to:

  • Identify community goals
  • Assess existing infrastructure
