Collbran Conservancy District

FCA has been working in partnership with Collbran Conservancy District (CCD) since 2023 to identify and develop modernization opportunities that will benefit irrigators, residents, and environment in Colorado.

Building water delivery reliability in Colorado.

Modernizing CCD’s 100-year-old water delivery system is essential to sustaining the agricultural, community, and environmental vigor of the District. Through thoughtful planning, strategic investment, and strong collaboration, we are working to modernize infrastructure to be safer, more efficient, and more resilient to future challenges. Together, these efforts lay the foundation for lasting water security across the District.

CCD’s goals are to improve water delivery reliability and supply for agricultural, power, and municipal uses while improving system efficiency, ensuring the safety and security of the community, and bolstering the longevity of its water infrastructure.

Projects
Parker Basin Landslide Project

The South Side Canal passes through a landslide prone area which could eliminate the District’s ability to deliver irrigation water to half of its users or exchange water for hydropower production and, in turn, supply domestic water for over 90,000 people in the Grand Valley. CCD would like to pipe this section of the canal to ensure water delivery security in the event of an anticipated anticipated landslide. The Parker Basin project was initiated in 2024 with the development of a SIP and accompanying technical memorandum. The team is now preparing to begin procurement for design services and construction is anticipated to begin as early as 2027.

Feeder Canal Project

The Vega Reservoir is filled by the aging Leon Park Feeder Canal, which runs along unstable soils and is increasingly enneficient. CCD is exploring options to pipe or line the Feeder Canal in an effort to conserve water and improve water supply reliability. The project successfully secured funding in 2024 with a WaterSMART grant. As with the Parker Basin project, procurement for design services is now underway and construction is currently estimated to begin in 2028.
