Why We Do This Work

Across the West, irrigation canals run for nearly as many miles as the federal highway system.

Built by hand and horse more than a century ago, these systems transformed arid landscapes into productive agricultural communities. Today, they remain the backbone of rural economies. But aging infrastructure, operational inefficiencies, and increasing environmental pressures have made modernization of these systems both urgent and complex.

FCA was born out of this reality.

Where We Started

Since 2005, FCA has been the partner irrigation communities rely on to transform vision into funded, built, and lasting infrastructure.

FCA evolved from an irrigation district facing its own modernization challenges. What began as an effort focused on fish screens quickly revealed a broader need. Irrigation communities didn’t just need individual fixes—they needed a partner who could help them plan, fund, and implement comprehensive modernization strategies.

That realization shaped FCA’s vision forward.

FCA exists to help irrigation communities move from identified needs to completed projects. By bringing together expertise in planning, project management, fundraising, and government relations, FCA helps districts build strong foundations for modernization. While every community is unique, the fundamentals of success remain consistent: great partners, thoughtful design, and perhaps most importantly, persistence.

More than 20 years later, FCA has partnered with numerous communities across the West, raising hundreds of millions of dollars to modernize irrigation infrastructure. These projects represent more than upgraded systems—they reflect long-term investments in agricultural viability, environmental stewardship, and rural resilience.
